2013 Indy 500 qualifying: Full results from Pole Day

Pole Day from the Indianapolis Motor Speedway is in the books, and it will be Ed Carpenter on the pole for the 2013 Indianapolis 500.

Team Penske and Andretti Autosport drivers were the favorites heading into Pole Day at the 2013 Indianapolis 500, but it was owner/driver Ed Carpenter who came away victorious on Saturday.

Carpenter, who was born in Indianapolis, finished fifth during the regular qualifying session, but won the Fast Nine Shootout to secure pole position. He was the only driver in the shootout who wasn’t affiliated with either Team Penske or Andretti Autosport.

Indianapolis 500 rookie Carlos Munoz secured the second position, while Marco Andretti qualified third. Will Power finished first during regular qualifying, but will start sixth after a disappointing shootout. Ryan Hunter-Reay dropped from second during regular qualifying to seventh after the shootout.

There was plenty of action as teams attempted to secure their spot in the race. Townsend Bell had one of the more interesting days of qualifying as he went from in the field, to out, only to work his way back in. Bell qualified in 20th position on his first attempt, but scrapped the spot for another attempt. On his second attempt, Bell fell out of the top 24. He made a third and final attempt during the last few minutes of qualifying and was able to get back into the field in 22nd position.

Several drivers shuffled spots during the final few attempts of qualifying. Ryan Briscoe went from out of the top 24 to No. 23 on his final attempt, but he and other drivers near the bottom aren’t safe yet. Bump Day is set for Sunday as drivers who failed to qualify on Saturday will attempt to gain one of the 33 spots. Drivers currently in the top 24 could be in jeopardy if faster times are posted Sunday.

ON THE KHYBER ROAD

When the Pulitzer Center agreed with Foreign Policy to co-publish a series of e-books on borderlands, we hoped to send great writers to explore some of the more contested regions of the world and let them use the longer-form platform of e-books to tell their stories in a deeper, more compelling way. Matthieu Aikins has done just that in Bird of Chaman, Flower of the Khyber: Riding Shotgun from Karachi to Kabul in a Pakistani Truck1, a mesmerizing account of a single trip through the Kyber Pass that somehow encapsulates the whole harrowing story of America s decade-long engagement in that region.

COMBATING FAKE DRUGS

The flood of fake drugs is an increasing threat to public health, and a subject of continuing interest to the Pulitzer Center. Grantee Esha Chhabra, writing for the Guardian2, reports on a promising new weapon in the fight to beat back the fakes: the use of mobile-phone technology to authenticate drugs. The India-based initiative is aimed at coding drugs so that consumers, even those with basic phones, can verify that what they are buying is real. The stakes are high: The experts Esha quotes say that fake drugs lead to 100,000 deaths per year.

THE FIRST 1,000 DAYS

Grantee Roger Thurow s previous book, The Last Hunger Season3, was a novel-like story about the extraordinary challenges faced by small-scale farmers in western Kenya, and the difference that new agricultural techniques and inputs were making in their lives. Roger has just launched an equally exciting project, in collaboration with the Pulitzer Center, that will track the impact of better nutrition and health practices for children in the critical first 1,000 days after conception, with ground-level reporting from Uganda, India, Guatemala and the United States. This week we feature the first of many dispatches4 as we follow Roger on this journey.

CHINA IN ZAMBIA, GOOD AND BAD

Grantee Alexis Okeowo s first report from Zambia is an eye-opening account5 of China s rapidly increasing presence in that country, and across Africa. China is making real improvements, from health care to government buildings and jobs, a local watchdog tells her, but there are also incidents of labor abuse and the sense among many Zambians that they are losing control of their own economy.

FROM BOSTON TO DAGESTAN

The alleged bombers of the Boston Marathon have family roots in the Russian region of Chechyna and one of them spent several months last year in nearby Dagestan. In an Untold Story6 our guest writer James V. Wertsch, vice chancellor of Washington University in St. Louis and a specialist on the Caucasus, says that what we don t know about the Tsarnaevs shouldn t keep us from absorbing what we do know or should about the tangled history of their native land. Carriers, drivers aligned on need for shift in enforcement priorities ...   vehicle trucking priorities presence inspections enhancement enforcement clerical behavior An overwhelming majority (79 percent) of Overdrive readers find themselves in full-throated agreement with a message delivered by American Trucking Associations Vice Chair and Bulldog Hiway Express head Phil Byrd at the April Commercial Vehicle Safety Alliance workshop. Namely, Byrd presented data showing an ever-increasing share of driver/vehicle inspections among state enforcement actions against large trucks1. He called on a shift in nationwide enforcement priorities away from such vehicle inspections and driver credential checks to boosted visibility in police presence on the roadways as well as robust enforcement of traffic laws.

While close to 90 percent of accidents are directly linked to errors in driver behavior, today only 10 percent of safety-intervention activities from traffic stops to inspections and carrier investigations are actually focused on behavior.

Maybe we should give Anne Ferro points every time she or someone in FMCSA offices makes a clerical mistake, then fire them when it gets to a certain point level? Grand idea!

Fat chance, noted another commenter, who offered the viewpoint that most roadside inspectors don t know their job they think they are tax collectors instead of safety inspectors.

So true, noted Michael Bechara. It s not about safety, it s about the bank!

Andrea Sitler agreed, too, and suggested the FMCSA and state partners work on a safety-enhancement program designed to be based on rewarding carriers for safety, rather than penalizing them with points that correspond all too often to non-safety-related violations. If you want real safety, she said, work with the companies to improve their vehicles and driver habits. Use a reward system instead of a punitive one. Positive reinforcement has been proven to provide much greater results than negative punishment.

Ray McKenzie, commenting on Overdrive s Facebook page, emphasized, too, the low-hanging highway-safety fruit that he saw as stronger enforcement of the laws that are in place for four-wheelers and how they conduct themselves around trucks. The list is far too long to mention, but in most cases it has been the experience of the truck driver that has saved an accident from happening.
