Alternative plan available for M4 relief road – Click on Wales

Ieuan Wyn Jones explores the dilemma the Welsh Government faces over the Bryn Glas tunnels bottleneck

I once remember being told by Ian Grist, a junior Welsh Office minister in the 1980s that road schemes are always controversial. I was, by then, campaigning hard for the dualling of the A55 across Anglesey. In the event, the completion of the A55 across the island was relatively uncontroversial as these things go. But Ian Grist s adage was certainly true about the M4 relief road around Newport.

The economic case for the new road was being made by employers organisations such as the CBI and the Road Haulage Association. They felt that the delays around Newport were causing massive economic difficulties and was a barrier to investment in the area. The opposition came from environmental groups and those who wished to preserve unique wildlife habitats.

Soon after I became a Minister, a fatal road traffic accident closed the M4 near Newport and I appeared before the Senedd to make a statement. Once the motorway was closed, chaos ensued as there was no suitable alternative diversion to take the traffic. If a fatality is involved the police close the road as it is treated as a crime scene. A thorough examination usually means a closure for some hours. Even the opposite carriage can often be closed to prevent rubbernecking.

Following this early incident in my Ministerial career, I did not need much persuasion that something needed to be done to alleviate the traffic problems around Newport. The reduction of the three lanes to two at the Brynglas tunnels and the increase in traffic means that tailbacks are a daily occurrence at peak times.

The M4 around Newport is not up to current motorway standards. Originally built as a bypass for the city, it is too steep in some areas and some of the bends are more acute than one would expect on a motorway these days. It was not built to carry the volume of traffic we have today.

By 2004, the Labour administration in the Bay had concluded, on advice received from its own transport directorate, that a new section of M4 needed to be built around the south of the city. In order to keep clear of any built up areas and minimise disruption during the construction phase, a route was proposed which meant that the road cut through an environmentally sensitive area known as the Gwent levels which provide a habitat for a number of important wildlife species.

I was given the same advice as my predecessor when I became a Transport Minister in 2007, although I needed to be persuaded that the case was still robust and could be justified. Some of my officials, fearing that I might not continue with the project rather overstated the case for the new relief road. Nevertheless, I was prepared to look at it objectively, and come to my decision based on all the evidence which was available.

When the plan for the relief road was announced in 2004, the cost for the 15 mile section was estimated at 350 million. Even that figure had to be treated with some caution. Transport engineers will openly tell you that very often new schemes are underestimated so that they can be included in a forward road programme. This is known in the trade as optimism bias . However, it is also true that no scheme can be accurately costed until all the survey work has been done. So at best the 2004 figure was an estimate, and at worst was probably a substantial underestimate.

One of my early requests as Minister was to ask the transport directorate for details of every road scheme they had on their books, the cost of each scheme and what their future pipeline looked like. Once I received this information, I could see that many of the road schemes being planned were simply unaffordable within the capital funding I had at my disposal, and the work on the M4 relief road could only be done if sufficient funds could be raised under a Public/Private Partnership scheme. Since Private Finance Initiative was by then discredited, new forms of financing were being looked at. By now the cost of the scheme had rocketed to around 1 billion.

All these options had major drawbacks, since the Welsh Government had only two ways it could meet the interest payments, either by raiding the revenue budget or to raise tolls on the new road. I examined the plan to raise tolls extremely carefully. My officials had become extremely nervous about only raising tolls on the new section of the M4, as experience on the tolled section of the M6 showed that drivers were avoiding it in great numbers. Their advice was that tolls had to be raised on both the new and existing sections of the M4, a scenario which I found to be extremely unattractive. Paying tolls on the Severn Bridge was bad enough. Making motorists pay on the new and old sections of the M4 was a step too far. The public simply would not stand for it. The business case for the new road was also weaker if tolls had to be raised to pay for it.

When a new team took over senior positions within the Transport Directorate, their advice was that the M4 relief road as originally planned was by now simply unaffordable. I agreed with them.

However, I asked them to draw up an alternative plan, since doing nothing was not an option. They came up with a solution which would alleviate the worst of the traffic chaos, by purchasing a section of road which traversed the Llanwern steelworks site, and bring it up to dual carriageway standards. This road would link into the Southern Distributor Road around Newport and provide an alternative route for traffic. Given that much of the existing traffic on the M4 around Newport was local, some of the existing junctions would be reconfigured and closed with traffic redirected onto the alternative route. In the future, new tunnels could be constructed alongside the Brynglas tunnels should the increase in traffic continue well beyond current levels.

I can sympathise with the current Transport Minister, since she faces the same dilemma as I did. The UK government cannot force the Welsh Government to raise tolls and the Welsh Government should resist any pressure to so. My advice is to get on with the alternative plan I announced. It can be done quickly, it is more affordable, and avoids the controversy of building a new road on a sensitive site.

Fuel costs represent between 25 and 35 per cent of total haulage firm costs. At the same time, the hauliers profit margins are often very small, which means that every saving makes an important difference.

In order to succeed in cutting the haulage firm s overall fuel consumption, the part played by the drivers is vital. Our driver training courses in eco-driving have proven themselves to be effective, but without professional follow-up the results are often short-term, says Mikael Lidhage, Fuel Management Director at Volvo Trucks.

That is why Volvo Trucks is now launching Fuel Advice, a personal fuel advisor whose aim is to help hauliers cut their fuel costs whilst at the same time maintaining these improvements in the long-term perspective. The service consists of three modules: Fuel Coaching, Fuel Management Toolbox and Fuel Management Support. The system requires that the haulage firm also appoints a specialist who is responsible for fuel efficiency and who handles all contacts with Volvo s advisor.

The whole point of the service is to improve the quality of all fuel-saving measures. By giving the customer on-going feedback, these measures become increasingly natural and easy to use.

An engaged and focused customer who has open channels of communication with his drivers, with the company s own fuel economy specialist and with Volvo s fuel advisor, can fairly easily cut fuel consumption by between three and five per cent, relates Mikael Lidhage.

Fuel Advice complements Volvo Trucks existing Fuel Management Service, which is primarily designed for larger haulage firms.

With Fuel Advice even smaller haulage firms have the chance of benefiting from personal supervision and their own fuel advisor, summarises Mikael Lidhage.

Fuel Advice is available with the recently-launched new FH Series. For previous models, equipped with Dynafleet, it will become available as of the start of next year.

Initially, the service will only be available in Europe.

I’m expecting a package, when will it arrive?

Track the status of your package on fedex.com1 using your tracking number and look for the estimated delivery date. We are unable to specify an exact delivery time. Typically deliveries occur during normal business hours and depend on service selected2.

If you do not have your tracking number, contact the shipper to obtain the tracking number. Customer service may be able to find your shipment information if you are unable to get your tracking number from the shipper. Contact us at 1.800.GoFedEx 1.800.463.3339.

How do I change the delivery address on my shipment?

If you are the shipper, you may contact FedEx Customer Service at 1.800.GoFedEx 1.800.463.3339 to change the delivery address. A $10 service charge will be billed to the account on the shipment.

If you are the intended recipient of the package and you wish to provide additional information about the delivery address (example, add a suite or apartment number), you may contact FedEx Customer Service at 1.800.GoFedEx 1.800.463.3339. If you are the intended recipient and want the shipment delivered to a new address, contact the package’s shipper and request the change of address.

You may request your package be held for pickup at your nearby FedEx Office location. For FedEx Express packages, you may also request the package be held at the delivery station.

I wasn’t home when FedEx tried to deliver my package, now what can I do?

For packages not requiring a signature for release, our drivers will leave the package at a recipient’s door, or other secure location, if the driver believes it is reasonable to do so.

In most cases, FedEx will attempt to deliver your package three times before returning to the shipper.

When the driver is unable to leave your package, they will leave a door tag on your door, informing you of the delivery attempt. The door tag contains information that may offer you the option to sign the door tag and have the driver leave your package in a secure location on the next delivery attempt, typically the next business day6.

If signing the door tag is not possible because the shipper has requested an in-person, direct signature, you may request your package be held for pickup at your nearby FedEx Office location7. For FedEx Express packages, you may also request the package be held at the delivery station8.

I won’t be able to sign for my package, what can I do?

How do I determine the address my package was delivered to?

If you have the package tracking number, you can access delivery city information and signature information if a signature was obtained. Click here13 to track your package.

If you need the detailed delivery information (includes address), you can obtain a Signature Proof of Delivery14 online by using your tracking number and the shipper’s or payer s account number.

Can I get a copy of the delivery signature?

You can get a copy of the recipient’s signature on your FedEx Express or FedEx Ground shipment by using our Signature Proof of Delivery16 tool. Proof of delivery is offered for most packages shipped within the U.S., to Canada and to Puerto Rico. Shipment delivery signatures from other international locations are not available at this time.

How do I specify a time window for delivery?

FedEx has a variety of shipping options:

  • For FedEx Express shipments, we offer several services that provide delivery by a certain time. Select the service that delivers by your specified time.
  • For FedEx Ground shipments, we deliver by the end of business day on the scheduled delivery day.
  • For FedEx Home Delivery shipments, we deliver between 9 a.m. and 8 p.m., Monday through Saturday. If your recipient wishes to schedule a specific time frame for delivery, you can select one of our premium service upgrades: FedEx Evening Home Delivery or FedEx Appointment Home Delivery .

My package was supposed to be here, but it has not arrived. What can I do?

A good first step is to track the status of your package using your FedEx tracking number20. The tracking number enables us to provide you with your package’s most up-to-date tracking information. If the tracking results do not answer your question, your next step can be to contact FedEx for further assistance.

Information about your package

The tracking detail page provides detailed information about your shipment, including your shipment’s current status and estimated delivery date. Delivery days and times vary by service type:

  • FedEx Express: Monday through Friday, 8 a.m. to 6 p.m. (and Saturday with Saturday Delivery special handling option)
  • FedEx Ground: Monday through Friday, 8 a.m. to 7 p.m.
  • FedEx Home Delivery: Tuesday through Friday, 9 a.m. to 8 p.m.; Saturday, 9 a.m. to 3 p.m.

If the tracking page indicates your shipment is on time, use the estimated delivery date as a guide to when your shipment will arrive.

I tracked my shipment, and there haven’t been scans on it in more than a day. What should I do?

Packages in the FedEx system receive scans at various points between pickup and delivery. It is not unusual for a package to go more than 24 hours without a scan while in transit your package may be traveling as intended.

If there are no scans for the tracking number entered, contact your shipper to verify the tracking number is correct. If you are the shipper, and it has been more than 24 hours since you dropped off the shipment or had the shipment picked up, please contact us at 1.800.GoFedEx 1.800.463.3339.

What are your delivery hours?

Delivery days and times vary by service type:

  • FedEx Express: Monday through Friday, 8 a.m. to 6 p.m. (and Saturday with Saturday Delivery special handling option)
  • FedEx Ground: Monday through Friday, 8 a.m. to 7 p.m.
  • FedEx Home Delivery: Tuesday through Friday, 9 a.m. to 8 p.m.; Saturday, 9 a.m. to 3 p.m.

I don’t understand the route my shipment is taking. The city where my shipment is being scanned doesn’t appear to be on the correct route. Should I be concerned?

Shipments may move through regional sorting locations before arriving at the delivery destination. Often times this may not appear to be the most direct route from the pickup location to the delivery destination.

When I first tracked the package, it had an estimated delivery date, and now there isn’t one. What does this mean?

We are able to provide the estimated delivery date information for many of our shipments. When the shipment encounters a delay or an exception in handling, we may not be able to accurately state when we expect the package to be delivered.

What does the “status of exception code” mean?

This is information noting that there was an exception to the traditional in-person courier delivery. For example, perhaps no one was at the destination address so the package was left with a neighbor or front desk, or it was not left and delivery will be reattempted, or it was left without a signature because we had prior approval from the sender or recipient to do so.
