the Loadstar EC backs down on road haulage cabotage …
EC transport commissioner Siim Kallas has bowed to pressure from road haulage federations and shelved plans to introduce a cabotage scheme without restrictions across the EU from 2014.
Last December, France s leading road haulage federation, the FNTR, teamed up with its counterpart in Scandinavia, the Nordic Logistics Association (NLA), to oppose the move. The Netherlands transport and logistics federation, TLN, had also come out against the total liberalisation of cabotage the movement of goods within a national state from 2014.
The FNTR s efforts have paid off following active lobbying in Paris and Brussels to block the transport commissioner s commitment to liberalising cabotage at all costs in 2014, the trade body said.
The creation of a coalition of European road haulage federations against the proposed cabotage legislation had proved its worth, it added.
At a time of deep economic crisis and in the absence of harmonisation in the European Union on employment and tax regulations, the liberalisation of cabotage was utter folly. It would have cost France and other European countries thousands of jobs.
Hauliers in the 27 EU member states are at present restricted to carrying out a maximum of three domestic transport operations in fellow member states over a seven-day period, immediately following an international operation. But in 2014 cabotage would have been free of any restrictions.
The current cabotage restrictions go against the spirit of a European Single Market which guarantees the rights of all citizens to work, travel and trade freely. Nonetheless, they exist because of fears of possible abuse and lowering social standards, said EC spokesperson for Transport, Helen Kearns.
For this reason, we have commissioned a number of studies on the issue. Vice-President Kallas has also established a high level group to look into this issue.
It is clear that cabotage rules must evolve over the long term, but it needs to be done properly and in consultation with all stakeholders. That process is complex and it takes time making it difficult to deal with this issue in the lifetime of this Commission.

The Chelsea Flower Show runs from 21st until 25th May this year and celebrates it s 100th year!
- The first Chelsea Flower Show opened in May 1913 .

- The Chelsea Flower Show receives a lot of publicity. It is attended by 157,000 visitors each year and all tickets must be purchased in advance.
- From 2005 the show was increased from four days to five, with the first two days only open to RHS members.

Deben Transport is expanding with a deal to buy most of the Elite Transport Services business from out of administration

SUFFOLK-based road haulage company Deben Transport has strengthened its presence in the north of England by acquiring the assets and business of Elite Transport Services Ltd which went into administration earlier this month.

Deben, which is based in Felixstowe, already operates nationally, with a network of depots at locations including Southampton, Tilbury, Birmingham, Manchester and Middlesbrough.
Its acquisition of a majority of the Elite business, for an undisclosed sum, will give Deben a presence in Leeds and a larger depot in Manchester.
It will also expand its vehicle fleet, which currently stands at 156, by more than 70, plus around 30 subcontractors, and increase its workforce, which currently numbers about 230, by around 100.
Ivan Chittock, finance director at Deben Transport, said Elite had been a highly professional and successful container haulier over many years.
However, a decline in volumes amid the economic downturn had seen Elite enter into a Company Voluntary Arrangement in February this year, and the withdrawal of a major customer at the start of this month had left it with no choice but to enter administration.
The haulage industry generally is not in a good place at the moment, said Mr Chittock. You either have to reduce costs and reduce your fleet or bring in more business.
This important development for Deben will place the company in a stronger position with more resources, increased depot coverage and a greater customer base, enabling us to make more efficient use of all of our assets.
The deal will give Deben a fleet of over 200 trucks and 300 trailers with a total national depot structure of 10 sites. The company will continue to provide a first class service to all of its customers.
The Elite business will be rebranded as Deben Transport, with Gary Bethal remaining at Deben s general manger for northern operations.
Deben, which was founded in 1987, was advised on the deal by the Ipswich office of accountants BDO, previously part of PKF until the two firms merged earlier this month, and Mr Chittock thanked both BDO and banking group HSBC for their support.
BDO partner Keith Ferguson said: BDO is pleased to have been instrumental in this significant merger for the transport sector.
We are sure that the transaction secures a bright future for the business. These are exciting times for BDO, as we too have just been through a successful merger.

BIFA the British International Freight Association is bringing a raft of exciting reasons to visit its stand at the forthcoming Multimodal exhibition, 23-25 April, as well as looking forward to meeting existing and prospective Members, as it delivers its message to the wider UK freight industry.
BIFA Director General Peter Quantrill will be heading up a significant presence of executives and managers, as well as Regional Representatives, Board and Council members from the trade body, to spearhead its focus on raising training standards in the industry, as well as promoting some exciting training programme developments from BIFA.
During the Multimodal seminar programme, Robert Windsor, Manager Trade Services, BIFA is presenting the Association s perspective on the proposed new regulations and the implications of the container weighing proposals on shippers and the container supply chain.
Quantrill says: Training is never more important to a company than when trading conditions are difficult. A highly-trained staff are highly-motivated and BIFA is fully committed to providing its Members, and others within the forwarding and logistics business, with first-rate training that is most certainly fit for purpose, and provides very good value for money in these straitened times.
We will be launching a special video presentation, produced specifically for the event, which introduces the range of courses BIFA runs across the spectrum of the freight forwarding industry which are open to the wider industry as much as the Membership.
In the last few decades, the global freight forwarding and logistics industry has become more complex due to the rising importance of IT and communications technology, the growth of just-in-time delivery and increasing globalisation. BIFA has monitored these developments and tailored its training offering, for the continued development of the British industry. Courses are offered at the Association s London headquarters, at regional venues throughout the UK, or in-house where appropriate.
Panel discussion
Mr Windsor will join a panel discussion on the second day of the three-day event to discuss the issues surrounding container weighing with Gavin Van Marle, Editor, The Loadstar; Chris Welsh, Director of Global and European Policy, FTA; Richard Marks, Director, ICHCA International; and Bill Brassington, Independent Safety Consultant.
Quantrill says: The panel discussion will take place between 11:45 and 12:45 on Wednesday, 24th April and I invite Members and other trade professionals to come along and listen to this important debate.
The issue is a matter of concern throughout the global supply chain where overweight containers are identified in quayside accidents and deaths aboard ships and in ports. Carriers and many shippers support IMO efforts to require container weights to be verified before the box is accepted for stowage on ships.
BIFA also extends an invitation to all exhibition attendees to visit its stand at the NEC Birmingham to discuss the training opportunities it provides and discover the wider activities of the Association to promote and protect the interests of its Members.
